Lieutenant-Colonel Ross received his brevet of colonel in the army for service in the field from 1st March 1794. On the 8th January 1790, the Court of Directors ordered the corps of Engineers to consist of--I colonel, 1 lieutenant-colonel, 1 major, 4 captains, 8 lieutenants, 8 ensigns, 1 adjutant (non-effective) = 24 officers.
