Not illustrated. 1870 Excerpt: ...even under the most favourable circumstances, very far exceeds the mortality in the voyage from the United Kingdom to Australia. But Dr. Bakewell has, I think, pointed out the principal cause of this in the contrast which he draws between the constitution and habits of the English labourer and the Indian Cooly. Assuming the description he gives of the latter, it is rather a matter of surprise that the mortality is not greater, than that it is so great. I am not aware whether there are any statistics which would show the rate of mortality among the Cooly class in India, but if there are, I have no doubt they would show a much higher normal rate than among the agricultural labourers or country mechanics in Great Britain. (6017.) Bb 9. Nevertheless, there is much in what Dr. Bakewell urges in respect to the innutritious dietary of Cooly ships, which appears to deserve attentive consideration. The Indian law places in the hands of the Governor General in Council the duty of prescribing the description, quality, and quantity of food to be issued on the voyage; and we should not be justified in interfering in a matter which so largely depends on the habits, religion, and prejudices of the people, further than by submitting for consideration such suggestions as the experience of our surgeons leads them to make. Several of the most experienced of those surgeons have lately recommended, as Dr. Bakewell does, the issue of a considerable ration of meat to the emigrants, and have stated that they liked it, and grew strong upon it; and these reports we have communicated to the authorities in India.
