III. c. 84. the archbishops of Canterbury or York, -with such other bishops as they shall call to their assistance, may consecrate subjects of countries out of his majesty's dominions to be bishops, without requiring the usual oaths; pursuing the forms prescribed by the act. But no such bishops or their successors, or persons ordained by them, shall exercise their functions within his majesty's dominions.
