Time then was not the sole consideration. It was not thought to be wasted if spent in the service of God, in learning the actual condition spiritually, financially, and otherwise of the various parishes. The progress during Dr. Jarvis's Episcopate was slow. It was, however, of a permanent character, as the organization of St. Michael's, Litchfield, and the revival of the parish at Hartford show. The better support of the Episcopate was among the subjects which engaged the earnest attention of many Conventions. The tax of a half-penny in the pound which had been recommended in the early days of Seabury's administration was again urged, and after 1801 a tax of one and a half mills on the dollar was substituted.
