Mr. Chaney read the report of the Committee on Jurisprudence and Law Reform, as follows: REPORT OF THE COMMITTEE ON JURISPRUDENCE AND LAW REFORM. To the Indiana State Bar Association: Your Committee on Jurisprudence and Law Reform respectfully reports as follows: Whereas, That a previous legislature of Indiana had passed an act, embracing an amendment of our constitution on the question of suffrage, which was about to be submitted to the voters of the State for adoption or rejection; Whereas, The wording of the proposed amendment was unsatisfactory, and seemed to propose the substitution of female for male suffrage, and your committee drafted the following as a proposed amendment to our State constitution: That Section 2 of Article 2 of the Constitution of Indiana should be amended to read as follows: In all elections not otherwise provided for by the Constitution, every citizen of the United States, male or female, of the age of twenty-one years and upwards, who shall have resided in the State during the six months, and in the township sixty days, and in the precinct thirty days, immediately preceding such election; and who, unless physically incapacitated, is able to speak and read and write the Englishlanguage, of which the Election Board shall be the judge, shall be entitled to vote in the township and precinct where he resides, if he shall be duly registered according to law.
