On the other hand, the functions of museum have developed. They are no longer storehouses, they mean to make their possessions effective through tasteful installment, they intend no longer to be promenades but to invite to restful sojourn. They have use for reading and study and lecture rooms and various other apartments which no one thought of at the time of the earliest buildings, about 1820. Most great museums, alas, already have their buildings; but smaller museums in great numbers will be founded or need to be rebuilt. Hence it is worth while to refer to certain items of general experience that should not be forgotten." "Museums as organisms are still in course of development. No one can say what our smaller museums as agencies of culture will effect, or what a more enlightened public is going to demand of them in future. It is impossible to provide to-day for the unknown needs of the future. Hence we should not make the demands of to-day decisive for all time by a rigid ground plan. It has been the misfortune of nearly all museum buildings hitherto that not even the most superficial provision has been made for the future. As a rule they have been already too small even when first occupied; nor could anything be done about it, for the four facades have enclosed a fixed ground plan, admitting of no additions."
